“As part of preparing the next Local Development Plan (LDP), Aberdeenshire Council held a ‘Call for Sites’ process in 2025. This invited landowners, agents and developers to submit land proposals for consideration as part of the next LDP. A total of 373 bid proposals for housing, employment, tourism and other uses have now undergone an initial assessment by Officers. Each bid has been given a recommendation of ‘Preferred’, ‘Reasonable Alternative’ or ‘Unsuitable’.
We would welcome the views of Community Council members on the Officers’ initial recommendations for bids received within their Community Council area. Feedback from Community Councils and other stakeholders will be carefully considered and may help shape the recommendations as the assessment process progresses.
To support your review of the bids, we have prepared a PowerBI dashboard which provides information about the bids and the corresponding Officer recommendation. The PowerBI dashboard can be found at this link: LDP 2029 Bids Dashboard and provides the following:
- a table containing the settlement in which each bid proposal is located, the proposed development type and housing units (if applicable/specified) for each bid, the initial recommendation by Officers and a summary of the reasons for that recommendation for each bid;
- a filter function whereby bids can be viewed according to admin area, settlement and initial recommendation; and
- a map which, for each bid proposal, shows the initial recommendation using one of three representative colours.
To further assist navigation to bid proposals relevant to each Community Council, we have attached a document which lists the bid reference number for bids received in each Community Council area.
To provide comments on the Officers’ recommendations on the bids, please use the Microsoft Forms set up for this purpose which can be found using this link: Call for Sites Feedback Form. We would be grateful if you could share any comments or observations via the form by 23 September 2026. We recognise the important role Community Councils play in representing local views, and we greatly appreciate your assistance.
Please note, for confidentiality reasons, we will not be circulating the bid submissions or the Officers’ full technical assessments. This is also not a formal consultation, and we are not seeking formal representations.
Further to this, the Officers’ recommendations are not being shared publicly at this time as recommendations may change dependent on feedback received from stakeholders.
As the recommendations are still being reviewed and may change following feedback, we kindly ask that the information contained in this email and the dashboard are not shared beyond the Community Council members at this stage.
It is important to note that no decisions are being made at this stage on which sites will ultimately progress to the Proposed Aberdeenshire Local Development Plan in 2027. Alongside engagement with Community Councils, we are also seeking input from Key Agencies and internal Aberdeenshire Council departments, as well as reviewing all registered Local Place Plans.
In November 2026, after reviewing all comments received, we will meet with Elected Members to seek consensus on the preferred options for inclusion in the Proposed Aberdeenshire Local Development Plan. In reaching this stage, we will carefully consider feedback from Community Councils, Key Agencies, Council services and other stakeholders, alongside comments received through the Call for Ideas process, engagement activities undertaken across Aberdeenshire, and the review of registered Local Place Plans. We remain on track to publish the Proposed Aberdeenshire Local Development Plan in Winter 2027 for public consultation. This will provide the main opportunity for communities, stakeholders and members of the public to comment on proposed site allocations and planning policies.
