Elsick Development Company welcome the views of North Kincardine Community Council on the consultation draft Chapelton Masterplan.
The new town of Chapelton is being promoted by the family-controlled Elsick Development Company (EDC). Following the grant of planning permission in principle for the new settlement in 2013, and subsequent planning applications for approval of matters specified in conditions, construction of the first phase of Chapelton is well underway.
You might recall that in June 2012, to guide development of the new settlement, and following extensive public consultation, Aberdeenshire Council’s Kincardine and Mearns Area Committee approved two policy documents:
- Chapelton of Elsick Development Framework & Overall Masterplan; and
- Chapelton of Elsick Masterplan statement: Phase 1– Cairnhill

EDC is now preparing a new Chapelton Masterplan, and the community council is invited to make comments on the draft document – which is attached. Because of portal file size limits, the submitted masterplan is in two parts. The consultation draft version has also been submitted to Aberdeenshire Council for comments.
The draft masterplan outlines the vision, requirements and phasing for the development of a sustainable mixed use new settlement at Chapelton with over 4,000 homes and relates to Site OP1 (Chapelton) as identified in the council’s Aberdeenshire Local Development Plan 2023. The draft masterplan explains that an alternative approach to the design and development of the new settlement is being taken from that envisaged in the 2012 policy documents. Principally, the first phase is set to expand in a westward direction rather than a northerly one. Most principles however remain unchanged. The new masterplan will serve as an addendum to these other 2012 policy documents, which remain relevant.
After a period of consultation, EDC will consider the comments, and make suitable amendments to the draft masterplan, as appropriate, and submit a revised draft to Aberdeenshire Council for consideration and approval at a meeting of the Kincardine & Mearns Area Committee.
