MINUTES of the meeting of 20 November were approved subject to amendment – Banchory-Devenick Cemetery – should read ‘original’ not ‘alternative’

 

1.             MATTERS ARISING

 

New Lairhillock School – Opening date now April 16th. Delay in building new bridge due to discovery of Trout in stream. Bridge and new road now due Spring/Summer but this was not expected to delay the planned opening of the school.

 

Web site – Up to date. Philip to amend AOL address.

 

Roads – Mark Skilling, supplied results of traffic survey of Banchory-Devenick crossroads. Mike and Duncan will arrange a meeting with Mr. Skilling. Bill commented on number of vehicles speeding at more than 75mph, so Mike will continue to press for 2nd warning sign. Mike commented on damage to dykes and verges caused by logging contractors at Butterywells/Cranhill wood. To be added to complaint about road at Auchlunies.

 

Western Peripheral RouteRoad orders expected shortly. Philip to draft a reply to Jacobs Babtie letter re environmental study (not all points had been answered). We will invite Mr Buchan of AWPR to our meeting in January. It was agreed to hold an extra-ordinary meeting on 17 January to agree list of objections to AWPR, Sylvia kindly offered her house as the venue.

 

South Deeside View – Hazel asked if anyone had ideas of who would be prepared to advertise. Hopefully we will hold a Plant Sale in May to obtain funds. There are funds held by the Community Council on behalf of SDV.

 

 

2.         PLANNING

Blairs – Application refused.

15 Affordable Houses Westside Maryculter – Some confusion over this application but may be discussed at February Area Committee

Meikle Carewe – Agreed to submit a holding objection until RES supply more information. Rob and Philip will coordinate information. Local press will be contacted.

  Mike said that we had received a letter from Stonehaven Community Council suggesting a public meeting be arranged by the various local Community Councils to discuss renewable energy in principle but not relating to any particular projects. Probably in Stonehaven Town Hall. It was agreed a local view would be useful but meeting should cover all forms of renewables. There was concern that Developers could ‘cherry pick’ comments from such a meeting to suit their own ends. It was also suggested that Aberdeenshire Council should present this factually as most people have an emotional response to this. Agreed to reply saying – any meeting should be Community Councils only at first. Sandy suggested using Community Council Forum instead or as well.
Newtonhill and Muchalls CC wrote requesting more information on RES. Robert to respond.

 

Maryculter Organic Farm Application to remove agricultural tenancy restriction. There was considerable debate on this issue with several members of the public present at the meeting expressing significant concern at this latest development. Sandy reminded the meeting that this was not the first time that the lifting of such restrictions had occurred with other homes in the area. It was clear that there remains a great deal of concern locally regarding this development as residents feel that planning rules are being ignored. The Enforcement section of Planning department was already involved. A motion to object was not passed but after a vote it was agreed to write to the council expressing our strong concern.

 

Banchory-Devenick New Cemetery and Car Park – Duncan raised the issue again, Sandy said that apparently the Church owns spare land beside the Church and should be able to deal with the issue themselves.

4.            CORRESPONDENCE

 

Police Report – Between 4pm on Sunday 3rd and 8am on Monday 4th December, a break in occurred to outbuildings at Newtonhill Farm. On this occasion a significant quantity of agricultural and farming equipment was stolen.

 

5.                  AOCB

Netherley School Bus Crash – Steve Davies – Chair Netherley School Board – gave details of the event. It was reported that Aberdeenshire Council had previously decided NOT to request seatbelts on School Buses in case they were sued for injuries caused by the seatbelts while Moray Council had insisted that operators use buses with seat belts for School runs. Steve asked for support to raise the subject at the next Area Meeting. Mike Sullivan said that it was not on the Agenda for the next meeting but Sandy thought a report could be ready for January. The matter was discussed in full and it was agreed to write to the Councillor Stroud , copying acting Director of Education, in support of the call for belts.

The discussion then moved on to the problem of speeding vehicles on the roads in the area. Whilst the police appeared to target car drivers there was no evidence to show that they applied the same keenness in respect of HGVs, especially on the B979. Very few of the accidents were reported to the police. Also there is a problem of lorries shedding part of their loads in particular timber, which causes an additional problem for other road users. It was agreed to write to the Police and Roads Dept.  regarding speeding.

Brown Bins – Duncan asked when we were likely to get garden refuse bins?  Sandy said it was unlikely in rural areas.

Lairhillock Road works – Sylvia asked if the mud on the road could be cleared more quickly

Community Council Forum – Mike and Robert attended a very interesting meeting regarding Council Budget, (balanced this year, possible shortfall next year). Some interesting facts on the population which is predicted to decline over the next 20 years by 7%, (increase in the Shire  and big decline in the City). Also the number of youngsters was set to decrease whereas over 60’s would increase.
